I'm unable to reproduce this... In fact no one else has either...

I've tested with Wine versions 1.8, 1.8.6, 2.4, 2.0.5, 3.0.
Using overrides for mfc42.dll & mfc42u.dll (native,builtin or native) makes no
difference.
The menus are NOT active for any version of Wine I've tested.
