You're right about the permissions; according to
https://wiki.winehq.org/Special:ListGroupRights, only admins can move or delete
pages. 

The Information page seems to be displaying default information in the
Protection section; "all users" can't edit our wiki, either. 

IMO, the permissions should stay the same and the information page corrected,
but AFAICT, there's no interface for admins to do either.
