Interface visible

The more detailed description is that the render area is drawing outside of its
borders, and rewrites the interface whenever it's updated.

For example, with the 'save CPU power' option at the bottom of 'view' menu, new
frames are only drawn when the mouse moves over the interface or you press a
key. This bug affects the border elements even in a separate window. If you
drag the render window outside the screen borders, the interface is briefly
visible after you move it back; this only works in separate-window mode.
