I logged the current error with post-2.4.0 Wine Staging as bug 45081. I suspect
there are other Cygwin or Wine problems to be fixed, but I don't have a vanilla
Wine setup handy (working off Docker containers on Windows), so I'm basically
blocked on researching/resolving those by not knowing if I'm bouncing off
since-fixed issues.
