I can confirm the issue with wine-3.13.

My bisect yielded this result:

The commit before this one, 9b973eee9e06a3dca7a6c5739741446bf46e27f5, does not
have this issue.

Attached is a +seh,+tid,+relay log (around 9MB unpacked).
