Try running steam with "-no-cef-sandbox".

Steam migrated more its functionality into cef(chromium embedded framework) and
the sandbox doesn't work properly in wine yet.
See bug 45650 and bug 45649. I made progress though, only these two patches on
top of staging are required now.
