I experience this bug, too.  Using Wine Staging 3.13 or higher, the sound will
sometimes begin to crackle/skip in any Wine application.  The easiest place to
test this is the "try sound" button in winecfg.  ``pulseaudio -k`` curiously
does not remove the crackling, though a complete computer reset might.

I have not changed any Pulse settings.  I have an extremely simple 2.1 setup. 
I am running openSUSE Tumbleweed.  I will attach my daemon.conf, though.
