[Bug 45286] when running microsoft office 2010 or 2007 it crashes at opening time

How it works for me:

1. Fresh Office 2010 installation.
2. Using native oleaut32 as 'native,builtin'.
3. First launch works fine.
4. Second launch crashes with 'Call from 0x7b43c6fb to unimplemented function
api-ms-win-core-localization-private-l1-1-0.dll.NlsGetCacheUpdateCount'
5. Third launch says: "Word has detected a problem with the existing
Normal.dotm.  Would you like to create a new Normal.dotm?" Clicking 'Yes' makes
it works fine again, clicking 'No' causes a crash as of step above.
