Fallout: New Vegas crashes immediately upon launch in gameoverlayrenderer,
which is related to the Steam overlay. It crashes even when the steam overlay
is disabled in Steam.

This is not a duplicate of 38381 because it crashes at a different place (and
earlier) and also not a duplicate of 43637 because the 64-bit game patch does
not fix this issue.
