[Bug 43670] MsPaint from Win7 does not start

On win10 the same thing happens when it doesn't find mspaint.exe.mui, e.g. by
deleting that file. But on win7 it works even when that file is missing. Might
be related, but not sure.

Anyone else has some insights?
