To fix this issue properly, it needs to update wine-mono.

My investigation shows wine-mono introduces a hack in commit
8a91a102e477b1c136d9b83b43437a7a70ce8b5b to fix bug 37760. And, it uses
tzi.StandardName as a Time Zone registry key name. This way is not valid now.
