'winetricks -q dotnet11' works fine here with Wine 3.1

I've verified with .NET Framework Setup Verification Tool from Aaron Stebner
(Microsoft) which checks for proper installation of .NET assemblies and
registry entries
(http://blogs.msdn.com/b/astebner/archive/2008/10/13/8999004.aspx).

Make sure you use an up-to-date 'winetricks'.
Some distros might ship outdated/broken versions.

Anyway, the original bug is still present.
