[Bug 42592] The Witcher 3 has poor performance

In wine master performance problem still exist. I have been doing some
experiments with buffer hack and this part of perfomance hack can be restricted
to 

desc->bind_flags with WINED3D_BIND_CONSTANT_BUFFER

Anyway any kind of this hack cause some other performance problem (possiby on
Nvidia only).

On my GTX 1060:
In vanilla master I have ~80% GPU usage but 3-5 FPS,
With buffer hack ~40-60% GPU usage and ~20 FPS and CPU cores rarely get 100%.
