It sounds like the game started to use even more textures in a single shader...
You could try to attach a (full, compressed) +d3d,d3d_shader log to make sure
that this is actually the case.

The general issue is well understood, I think, and we'd need to add
ARB_bindless_texture support to fix this once and for all.
