I'm seeing this too using a default Windows 7 64-bit prefix on an unpatched
Wine 3.2.

Is it possible that only some random users get the survey (like the way Steam
does their survey), hence creating a new problem "solved" the issue?

Either way, I feel this should be re-opened and bug #43916 marked as a
duplicate.
