hlink: Better handle the IBrowseContext parameter in IHlink::Navigate().
Query it for an IHlinkTarget object. Also, use ShellExecute() only if the
parameter is NULL.

This also affects Powerpoint 2007. To reproduce, open any Powerpoint file and
start a slideshow. The first slide will appear as usual, but when you hit
enter, a dialog pops up saying it encountered an unexpected error and the
slideshow does not progress.
