Yes, SAPI in Wine is currently mostly stubs right now, and will probably remain
that way for the forseeable future. If you want to use native SAPI, you will
have to set sapi.dll to native, and probably also run regsvr32. I believe
`winetricks speechsdk` will install SAPI and do this for you, although I am not
certain.
