@mrdeathjr28, did you try a completely fresh install wine winehq-stable version
3.0?

I just did some more testing and 

#Removing winehq packages and install Ubuntu 17.10's default - wine-development
(2.18-1) has it working
sudo apt install wine-development

Once it's started it works still if I go back to the same winehq 3.0 packages!
Then if I change some graphics settings (not sure which ones, but not just
resolution) it will fail out with the same error.  From then on, it won't start
again.
