This bug also now affects the new chat in Steam Beta, which is Chromium based. 
As such the chat is disabled and the client is stuck in Invisible mode.
Since Valve plans on migrating more of the Steam Client to a CEF-based UI, it
might be important to prioritize fixing this issue.
