Now, IANAL, but these are my 5 cents:

Sure, but I doubt reproduceable builds are a requirement of the LGPL. You only
need the source code to make the program, and that's available. I personally
wouldn't consider the buildsystem a part of the programs source code.
That said, I'd be in favor for making the build process transparent, too.
