It was originally for Overwatch (apparently); it was submitted by Andrew Wesie
here:

and subsequently broken up by Michael Müller.

The first patch was added before the others; it seems to be a way to make
ntdll-Builtin_Prot (also for Overwatch, Wine bug 44650) more correct.
