Mono gets the list of serial ports from
HKEY_LOCAL_MACHINE\HARDWARE\DEVICEMAP\SERIALCOMM:

So, this bug is a duplicate of bug 11811 which was fixed last year.

I did test serial_port_monitor.exe on Wine 3.3 and it correctly detected my USB
serial port (plug and play, no configuration necessary).
