Anyway, your Wine version is outdated.
Update to more recent version, preferably Wine 3.4+

A shell32.Shell_NotifyIconGetRect stub has been added with:

(part of Wine 3.0-rc1)

It is referenced in bug 43595
(https://bugs.winehq.org/show_bug.cgi?id=43595#c2), but that ticket was used
for a different problem.
