Implementation of NotifyAddrChange: build fixes for 3.7

Added 'struct ip_async_io' to handle callback with user data. Taken from fileio
code.

With this variant I get a null pointer exception. And I see this repeating:

0035:err:iphlpapi:NotifyAddrChange Could not create interface monitoring
socket.


Any ideas or pointers are welcome.
