The error exactly the same as from bug 44944

This installer is really very similar to Premiere elements installer. I just
tried it (downloaded from
https://trials2.adobe.com/AdobeProducts/PSE/15/win64/PhotoshopElements_15_LS30_win64.exe?red=av)

Is really a dupe of bug 44944, that is fixed. Please try in newest wine (3.7),
and feel free to reopen this bugreport if  you still run into this issue
