We have this part a bit down:

    horzInfo.fMask = SIF_RANGE | SIF_PAGE;
    horzInfo.nMax = max(horzInfo.nMax - 1, 0);
---

so with your change it will do -2, that looks strange to me. Is it possible
it's scrollbar logic issue instead?
