Tested with 3.8, official packages for Debian 8 (jessie), still the same:

WINEPREFIX="$HOME/.dxvk" wine wineboot
(...)
WINEPREFIX="$HOME/.dxvk" wine /home/user/Downloads/vulkan_test.exe
000b:fixme:winediag:start_process Wine Staging 3.8 is a testing version
containing experimental patches.
