It has already been mentioned a couple of times in appdb entries for Adobe
products (for example
https://appdb.winehq.org/objectManager.php?sClass=version&iId=27371) and
Bugzilla (for example https://bugs.winehq.org/show_bug.cgi?id=32342#c16)

The older Photoshop Elements 11 appdb entry had this issue already referenced
Always check appdb product entries for existing issues - even if the entries
are poorly maintained/outdated.
