I tried with other versions (all 32-bit):

3.0: OK
3.4: OK
3.6: OK
3.7: Error
3.8: Error
3.9-staging: Error

So, it is something introduced in wine 3.7.

I did a quick look and there is many msi changes, specially from Zebediah
