Consider reopening this bug.  I can reproduce it intermittently on Wine 3.19
and the URL link is working.  Bug #46113 which affects the Word 97 Viewer
appears to be identical.

Other than this bug the app installs and operates without difficulty using
default Wine settings.  IE3 is not required.  That doesn't mean it's actually
useful for anything. :D
