NOTOURBUG is used for bugs in upstream dependencies of Wine (e.g. kernel,
compiler, libraries. I've felt that UPSTREAM would be clearer, but oh well.)
Here there is almost certainly a bug in Wine, but the testcase with which to
debug and reproduce it is gone, hence, the bug is effectively abandoned.
