The definition you're looking for is listed on https://wiki.winehq.org/Bugs,
which should be linked from the "file a new bug" page. Specifically:

I won't pretend it's "normal" for a commit to break a popular application, but
it can happen, and because Wine supports a huge range of applications, we don't
really stop everything to deal with one. That's not to say that a regression
doesn't get special attention, though. Personally, as a developer, I'm much
more concerned with bugs tagged 'regression' than those tagged 'major', but
perhaps others differ.
