I can confirm that disabling qwave in the Libraries tab of winecfg *DID* fix
the issue with wine staging 3.20 (and presumably wine 3.20 as well).

I've never built wine from scratch before - previously I was running Ubuntu and
this process was pretty challenging (for 32 bit support).  I'm running an Arch
based system now, so I'll take a closer look at this over the weekend.
