Upgraded to Debian 9 "stretch" and the issue is NOT present with wine-staging
3.20 while it is still present under Debian 8 "Jessie".

So, I guess my issue is that current wine uses new features that are not
provided by the Debian 8 libraries.

I advise anyone still affected by this bug to upgrade to a newer OS and retest.
