Do you mean that in wine-3.17 it doesn`t start at all? (That version is what
you get when doing 
sudo apt-get install --install-recommends winehq-devel  I guess)

Have you tried if ``winetricks vcrun2010`` changes anything?

Also, it might be useful to run the program with 

WINEDEBUG=+relay,+tid,+seh  wine ViaCAD3D.exe >> log 2>&1

and attach the (bzipped2) log to this file
