I can confirm the problem with maximized IrfanView with Wine 3.14 and 3.18 on
Ubuntu 18.04.1 LTS. 

Clarification: If IrfanView is NOT maximized, I never encountered any problems.
If I encountered the problem while maximized, I can "repair" it by switching
from the maximized window to non-maximized.

I also tested IrfanView on a Windows 10 machine and it didn't have this problem
there.
