--- Comment #7 from Anastasius Focht <focht at gmx.net> ---
Hello folks,

the security propsheet was added a long time ago, even before the bug report
date.

https://source.winehq.org/git/wine.git/blob/HEAD:/dlls/inetcpl.cpl/inetcpl.rc#l85

https://source.winehq.org/git/wine.git/commitdiff/137f75328be1ab33ffd1585c9b48580926519cd6
("inetcpl: Add a security propsheet.")

-> there was a PO file split out after that:

https://source.winehq.org/git/wine.git/commitdiff/be52106c541442c42af7852cc87e004db59d32a8
("inetcpl.cpl: Convert string table resources to po files.")

then it became more useful:

https://source.winehq.org/git/wine.git/commitdiff/25a1d80725db5318b949b23533b80e915122a322
("inetcpl: Fill the security listview with zones.")

https://source.winehq.org/git/wine.git/commitdiff/758e5f76a24f0e8df4449ef72b36b911869b5c9a
("inetcpl: Display description and security level for a zone.")

which also updated Polish localization.

Patch sended.

There is nothing to be found on the mailing list in that date range.

https://www.winehq.org/pipermail/wine-patches/2011-August/subject.html

Either OP didn't check the most current Wine state at that time or didn't
recognize the PO file split in between.
Anyway, there was nothing to fix in first place -> 'INVALID'.

Regards
