The regression was introduced by

    user32: Make sure that passed window handle is scroll control before
accessing wExtra in SCROLL_GetInternalInfo.

    Fixes memory corruption in Office 2016.

Reverting the patch fixes the problem for me.
I tried the patch from bug #46004 but it didn't help.
