I know; I'm sorry, it's not a great situation at all. The problem is just that
I don't think there's any correct way to solve this.

Previously we did something incorrect by keeping custom action DLLs loaded.
That broke multiple other installers (bug 10365), so I really don't think it's
a behaviour we want to restore.
