Thanks Dmitry, your patch works around the problem, no crash anymore inside
windowscodecs

Actually the app starts just fine now in win-3.16 with your patch, an no native
d3dcompiler-* is needed anymore. 
I guess the d3dcompiler was pulled in by native windowscodecs(?). Anyway, if
the patch gets committed this bug can be closed, the app starts fine
