I can confirm this issue is still present with wine 3.16 at Fedora 28, when
using following packages:

wine-development64-3.16-1.x86_64
wine-development-common-3.16-1.i686

and when using:

wine-staging64-3.16-1.x86_64
wine-staging-common-3.16-1.i686

it is fixed.

Dropdown menus seem to work in both versions.
