[Bug 45864] wine mono cannot load 64-bit DLLs

I added

to HelloWorld.cs.

And now I see:

It seems that, indeed, Wine Mono is running as a 32-bit process, even with a
64-bit WINEARCH.  How can we make Wine Mono run in a 64-bit process?
