According to my testing, the problem is caused by
https://github.com/wine-staging/wine-staging/blob/master/patches/server-send_hardware_message/0001-server-Improve-handling-of-hooks-for-normal-non-inje.patch

Note that this bug as well as bug #39513 are present only in the original game
(released in 2001). The publisher THQ released a patched version of the game a
couple months ago to make the game compatible on modern systems. This new
version is free from the problems.
