Confirming.

Donwloaded installer:
$ du -b setup_galaxy_1.2.54.23.exe 
226298768    setup_galaxy_1.2.54.23.exe
$ sha1sum setup_galaxy_1.2.54.23.exe 
c6335faf05d9490aa8b5c0cd2844b3e9a3bad11a  setup_galaxy_1.2.54.23.exe

Main executable:
$ du -b GalaxyClient.exe 
7592008    GalaxyClient.exe
$ sha1sum GalaxyClient.exe 
a8b71843c86f1a71427bf91a70a7dd6f89265f6f  GalaxyClient.exe

Issue is not present with upstream wine 4.5 + server-Desktop_Refcount patchset.
