Probably he is. I can reproduce similar crash by removing mono :

rm -rf ~/.cache/wine/wine_mono*

Then run in a (create) fresh WINEPREFIX and deny the window to install mono:

The app starts fine for me with mono installed (though there`s an errorwindow
from mono about ``index out of bounds`` or something)

@Reporter of bug: Please try clean WINEPREFIX and let mono install when it asks
