I also encountered this bug with wine 4.11.
Xubuntu 19.04, followed instruction at
https://appdb.winehq.org/objectManager.php?sClass=version&iId=35527.

I used Japanese version of latest office 365 64bit.

(Setup.X64.ja-jp_O365ProPlusRetail_XXXXXXXX-XXXX-XXXX-XXXX-XXXXXXXXXXXX_TX_PR_b_32_.exe)

winetricks vcrun2010 no help.
