[Bug 47436] `winetricks -q dotnet30sp1` fails

I confirmed with 4.7 (which should be a "good" version, though I didn't test
dotnet30sp1) that the catroot directory does get created by dotnet30.

Yet another regression seems to affect dotnet30 with current Wine, causing it
to crash somewhere inside native mscoree.
