SetEnvironmentStringsW stub patch

Hello,

With the help from Gverm (Gijs Vermeulen) on VKx Discord, i create a patch to
add stub function for SetEnvironmentStringsW.

I can confirm that the patch works in my case and all my games can be launched
directly from the launcher.
