A workaround is to set the environment variable SDKROOT to the path to the SDK
before the build, like so:

export
SDKROOT=/Applications/Xcode.app/Contents/Developer/Platforms/MacOSX.platform/Developer/SDKs/MacOSX10.13.sdk
