[Bug 43407] application can not connect with license server

I may have the same bug. 

0164:err:service:process_send_command service protocol error - failed to write
pipe!

Background: I try to install Dragon NaturallySpeaking 13. The program accepts
the license number, but the installation fails at the last command, which I
believe applies the accepted license and allows you to run the program. 

I ran winedebug first with relay, and after looking at that, ran it again with
ntdll and rpc. 

Relay gave me:

and
L"wow64cpu.dll",reason=PROCESS_DETACH,res=0x1)
and
